I'd say the late 90's - early 2000's.
The HL1 era was great. A whole bunch of free and creative mods. It really was shocking to me just how huge the drop-off in the community was between HL1 to HL2 and it only got worse since then. I suck at analogies but it's like the little corner bar where you know the bartender and all the regulars becomes a giant pulsating nightclub filled to the max.
I took the HL1 era for granted. I thought it was only going to be the beginning of an even better vidya era. How wrong I was. I wish I could go back.

The actual golden age was Gens 3 - 6, showing a gradual drop off. This was the time when creativity and originality was paramount in order make a good game due to lack of graphical fidelity. Once high-polygon models could be rendered it all became a race to realism and the steady descent into more and more cinematic experiences.
Sooner or later the larger public will lose interest in video games, the bubble will burst, and it will again become a (relatively) niche hobby with small teams making passion projects.
