How can people even like cyberpunk?
There's been no relevant or fleshed out cyberpunk games or books in ages, the last half-decent cyberpunk movies we had were made in the 80's.

All of the above answers, plus it's just comfy. Not like a comfy place to live, but a comfy universe and atmosphere to be immersed in. Something about that Japanese city at night with rain and lights everywhere trope is just really interesting to zone out and think about all of the other implications of a 'cyberpunk world', such as cyberization, transhumanism, AIs, governments and corporations, and general technology, which are where the actual interesting stuff comes in, apart from the aesthetic.

I mean, I really want to play the new games, but it's hard for me to justify spending so much money on a console that I will literally only use for Miku games. None of the other PS4 games entice me, and even if I do get one, I'm hesitant now since there's two more models on the way.
Modern consoles just feel like a PC-lite experience now, and I already have a computer I spend most of my waking moments using.

I'd say we're close. The point of cyberpunk is that all of this advanced technology that we are just now creating and researching is old and boring and commonplace now. Your average low-income citizen has access augmented bodyparts and such.
And the Earth's ecosystem is so fucked that we use machines in order to make the environment habitable. Although that one is actually becoming a scary reality... We will fund space travel not out of curiosity and the thirst for more knowledge and resources, but out of necessity of our survival.

This is exactly why its good cyberpunk stays small, once something gets too popular it becomes tired and worn out. Look at fads like zombies and steampunk. Both were more effective and novel when they weren't saturated with content, most of it being awful (Bioshock Infinite, most things made about zombies in the last 10 years, etc.)

The whole X Y -action thing is a reference to Metal Gear. It's Tactical Espionage Action, but it's not really an action game, it's more of a stealth game. Although it does have it's fair share of action.
We need to let capitalism and corporations to get really out of control before we dwelve into actual Cyberpunk territory. But we have the opposite force of enviromental concern and the concept of sustainable development to put capitalism in check right now. So we're still not there yet, we are a "light cyberpunk", or an "embryo cyberpunk".

What I got was a poor VN by a retard with ebin Sup Forums memes. Although I should have expected the latter after taking just a quick look at everything related, but I though he wouldn't be stupid enough to carry this shit over into the game. Boy, how wrong I was.
Im past the "first city" about 8-10 maybe more hours in. Its really good, if you are the kind of person who can ignore flaws like sensitive camera and walking.
I've been playing it like KOTOR meets Deus Ex. It has flaws like Kotor did, weak writing here and there, but there are some redeeming factors.
A lot of the bad reviews seem to be from how antiquated the RPG is compared to "open world" rpgs of today. It is open world like KOTOR, "worlds" or areas with corridors, no mounts and the like.
Story isn't great, but it's better than any modern Bioware game.
Unlike other RPGs you arnt some super force sent to change the world, rather an unlucky shit who literally was born as Mars falls into chaos over thousand year old secrets.
The combat is alright, again similar to KOTOR mixed with batman with no QTEs. The stances are sweet, 3 ways to fight and switch between with eletric magic boogaloo to supplement.
I'd say it's worth it if you'd like to play a super dystopian, Mars themed cyberpunk adventure.
Also some of the companions are actually interesting like the brillant musclebound mutant, the mentally inept doctor, and the singer turned spy.
Otherwise from what else I can tell the choices make a difference. If you dont side, or piss off, a faction enough it changes how the beginning goes as far as I can tell. I ended up not being a suck up and now I am hot shit, wondering if I played as a suck up if the game would be different.
Anyways tldr; I'd give it a 7/10.

Cyberpunk tech is cool n all but it's nothing without the aesthetic and vibe. That's what people like the most about cyberpunk usually. People love steampunk because victorian chic plus DIY gear-wear. People like gothic settings because CATHEDRALS, leather and vampires.
Aesthetics of a setting are its lifeblood. I don't give a fuck if we have neon signs and universal collectors. I want to see street gangs with bright mohawks and american football vests lined with spikes.
It is distant. Unkown to this current lifetime. When I look at a cyberpunk-esque drawing I feel an attraction. Like I've some sort of recollection of a previous experience. I look at the neon clad scenery and I see a cold, but familiar scene.

You're not alone. I feel very relaxed when I look at cyberpunk images/art. It's depressive tone makes me feel at home in addition to the dreary color palette.
A cyberpunk city is cramped, but in a way that makes you feel comfortable. And huge, which makes you also feel small, but in a way you're fine with. You want to keep being a small part of this cold, yet alive body, with neon lights as its veins.
Sunlight doesn't distract you anymore, rain brings you into the state of melancholy.
Technological advancement lets you isolate yourself more than ever and offers many things you may not even think of at first.
Most people choose isolation but there's plenty of those who start expressing themselves more, in various exotic ways.
