It changes what a skin looks like on your computer, not the actual character itself. If the opponent picks juri you will see both characters as modded. But they won't see any mods.

I'm pretty sure I saw her chain from lights into a sweep. The only target combos she has is an air target combo and st.mp>hp.

Thinking about it, it's probably nerfed because it might be a little OP if you combined it with the no less than 50% combo scaling.
