Undertale had like one person do an intro,and one other person do some sprite art here and there. But the bulk of the work was still done by a single guy.

Not everyone is equally talented. Dust An Elysian tale looks pretty good, but no one goes nuts over the soundtrack like they do with Undertale.

Don't do that with pixel art, unless you're planning on showing an entire s gameplay segment or something.
webm is a movie compression format, which means it degrades the quality of the picture in order to save data. In order to get true pixel crispness, it needs to be presented in gif, or png.

Some DS games had pretty good sprites

I love Undertale, but the graphics are a large problem. The artstyle and bitcount are stable in the Ruins at least, but later on the game has a huge crisis of self and constantly changes style, some enemies look more in place in an early 80s computer game instead of an 80s console, and some things like Undyne are upscaled and look far too big for traditional spritework.

The music is the undeniable clencher, and the story is far more subjective; but I hardly see people write Undertale up as a fantastic game because of its riveting artstyle.

I think the main issue with Undertale's pixel art is it really has no excuse looking the way it does. It's clear the person doing it has some sort of artistic skill, and they are clearly basing the style off of Earthbound / Mother3, so they at least have a model to reference shit from.
