For the first rule, New Vegas without DLC count, as well as Original War, MGR, Ground Zeroes (even if its a paid demo for MGS V), Titan Quest, Just Cause 2, Divine Divinity, Divinity 2, King's Bounty games, Torchlight 2, Dawn of War games, Deus Ex HR and here I stopped searching.

Cities: Skylines, in my opinion. Dont bother with DLC, their main features like day/night cycle or weather was added in free patches anyway. What you pay for are few buildings and functions you wont even notice.

people will rip you apart because of undertale, but its a legitimately fun game that gets way more praise then it deserves.
that in mind, I played it before tumblr-babies turned it into something it not, so I had a chance to enjoy it. If you ignore the community aspect, its a pretty good story, and has one of those boss fights that builds up excitement really well.

I counted 6, where one have scheluded release at October (Sky Break) and two belongs to rarer genre and have already nice amount of content (Nimbus and Warshift).
Two are indeed abandoned (Repopulation and Servo) and I keep them out of sentiment.
Thats why I said that I will welcome other suggestions, based on those games.

Tropico 3 was an attempt to bring 2,5D games into 3D, it was good but many nostalgia-goggles-wearing people didn't like it for reasons I can't remember, if you're new to the series it shouldn't be a problem.
Tropico 4 was improved in every way but some whiney people said it was too much like the previous game. Personally I'd get this one.
Tropico 5 was an attempt to bring fresh mechanics into the series, some are very good and some are half-assed. They got rid of the classic "some jobs are gender exclusive" bit which was a controversial decision though personally I don't mind it at all and there are now several eras with different goals to accomplish. Overall I'd say it's a little too gimmicky at the moment if you didn't play the previous games, but it's also the best looking and the most stable one.
Also Tropico series always has been less about building and more about role-playing a banana republic dictator, if you're interested in a real comfy city builder then Cities: Skylines is what you're looking for. If you like toying with logistics and supply chains Industry Giant II is worth a look too, it's old and a little rough on the edges but it's also dirt cheap.
Gotta keep that backlog growing.

"Remember me" is pretty bland game. Kingdoms of Amalur is offline MMO and devs are no longer here, so they wont benefit from your purchase.
Valkyria, Hard Reset, EYE, DivOS are solid choices.

But if you really, REALLY want to, I would go with Wasteland 2. Very solid and fun turn based game. I missed this system, really.
Pillars devs masturbated to the pictures of weight scales and thus everything is about "MUH BALANCE", so expect tank to do no damage because "MUH BALANCE", any potential damage dealer being squishy as fuck because "MUH BALANCE" and no buffs before fights because "NO FUN ALLOWED".

Solid city building game. Pretty easy and the only real challange is transit system, which is why many people disliked it and still play SimCity 4 (at least here you can make true huge cities, instead of switching maps constantly).
