1998 - 2004 was the golden age for PC gaming
1987 - 1996 for consoles

The average and median game quality have definitely dropped. That said, there are still a ton of great games released.

You can't make cheap games and expect them to sell anymore.

And still 1000 games where only 1 in 10 is good is still better than 100 games where 5 in 10 are good. So if they made more games back then it looks better even if they were massively outnumbered by shovel ware.

Of course those years weren't devoid of bad games, but there was competition. Before AAA industries bought out or merged with small gaming companies games weren't just generic FPS or some edgy cinematic bullshit. The diversity of the industry is what made it interesting and the games varied.
Compare the list of 2004 to 2012 and you'll see how much the industry has changed
