Because you're supposed to play Skyrim as a nord male. Playing anything else is completely lore breaking!

I'm just kidding, the reason is: consoles. That and Bethesda probably didn't think players would find any of the mer or beast races attractive enough to romance.

Sort of why Bioware only the most human companions in TOR are romancable. Meanwhile, your jedi knight cannot be corrupted and fuck Scourge.

I like them if they're more than just "lol, they're part animal" in terms of culture and such. Khajiit are done pretty well in this respect.

partially because fanart tends to be still images which an artist can take plenty of time to make sure it looks right, whereas a game involves a model and animations and complications caused by character customization and 3d modeling glitches.

There's also the fact that the tech to render a character decently in a game might not be in the game due to graphical hardware limitation considerations.

Lastly, art in general is subjective, and the OP image involves a character that has been stylized and simplified in details and design. Honestly, Kaz's khajiit look more like housecat heads on a human body than khajiit whose heads tend to be modeled off of big cats and wild cats.
