GTAs aesthetic has always been cartoony in comparison to Max Payne and RDR.
People forget that GTA is set in what is essentially a cartoon of the modern United States while Max Payne and Red Dead Redemption are much more grounded takes on reality.
Good graphics, plain environment? Max Payne 3 did have modern day environments but set in exotic locations (Brazil) or even its cemetery was kind of artistic.
GTA IV's aesthetic's weren't like this. RDR and MP3 built on the aesthetic's that IV had.
The hoboken parts (cemetery, bar) weren't that exotic.
But what exactly is it? Is it the lighting? The colors? The textures or lack of detail?

GTA V is shit to be quite honest famiglia. The art style, the details, nothing comes close to what RDR did years prior. In fact, you can see most of the underlying tech in GTA V was stolen from San Diego's branch of RAGE that they built and used in RDR. The lighting system, the shadows, the cloud and skybox, the water affecting cloth shader. Even the way vegetation geometry bends and flexes around the player is a 1:1 rip from RDR.
Yet the game was made by North, and failed to achieve the level of detail and design that San Diego achieved. It's a shallow, plastic shell of a game. Faker than the supposed Hollywood tits they joke about so much.

What? No it won't you retard, Rockstar San Diego is home to the RAGE technology group. It will almost certainly take advantage of features GTA V lacks like physically based materials, compute shaders, etc.

It's a subtle effect, and even with it removed the artstyle/aesthetics that Vanilla V has are still present.

GTA V is still very new to the modding scene on the pc in comparison to GTA IV's lifespan. Give it time and you will see improvements on that screenshot just as you had with GTA IV. I do prefer the feeling of GTA IV's engine overall though.

GTAV is still getting updates. Mods really started taking off on GTA4 when R* stopped updating it. this allowed them to not have to constantly update their mods to keep up with the game and mods could actually and readily be fixed and maintained for compatibility

Yeah and then IV's modding scene fucking bit the dust hard when V came out.
All we got were graphics mods, and a couple fixes (bullet spread and sprint fix) for GTA IV. Some super hero mods but whatever. Nothing you could add to the base game to improve your next playthrough, or to improve freeroam after the story.

I'm totally retarded; I always see people running ENBs of GTA IV at 60 FPS on low shadows with everything running perfect, yet when I play GTA IV on my 770 the framerate is constantly shitting itself? I understand that a 770's not exactly high-end anymore, but the game came out in 2008 for fucks sake. Is this a thing where it runs on AMD cards great and shit on Nvidia?

I don't remember my exact settings (haven't played it since a few years ago), but it was usually shadows off, around 40 or so on draw distance/vehicle density, all low for everything water related, and medium-high on other things such as AA. Still had major frame drops throughout, never a constant 60.
It was the same way on my previous computer which had a 560 installed.
They tried too hard to make so many diverse areas in the city that every "unique" part of the city is maybe 2-3 blocks big.

No, it runs even worse on AMD. It's just a horribly optimized port. But some of today's top hardware can brute force it to run acceptably.
You have to bump your settings up a bit, so that way the game realizes it needs to not fucking put shit on the CPU, and instead utilize the GPU. I have an i5-4690 and used to have a 770. I would max out all the settings IV had but keep the detail distances at 35, and vehicle density at 100. 50-60FPS.

It would have helped if we got more than one city like in SA, they could have made stuff more unique and less pointlessly boring and far apart. I would have traded 70% of that wilderness and the small town way up north for a smaller Los Santos and a decent sized San Fierro.
The story is unfocused af though, and Franklin was the most pointless character. It should have been about
A) Mike and Franklin developing a father-son/master-apprentice relationship, keeping Trevor as the main antagonist
B) Mike and Trevor dealing with the past and have mo Franklin at all

That's not true, the cops patrol around South Central Los Santos especially, and also the area around the impound lot and the Ammu Nation with range. Also, one of the random events is a cop chasing another car, eventually stopping, and engaging the occupants in a shootout. GTA 5 has its flaws but a lack of police is not one of them.

Which one? I played it on last gen, and the event I described happened pretty much every time I drove around that area. It even happened in areas that weren't close to any sort of police station. Also, my description of the shootout as a "random event" is erroneous because it just happens naturally in the world; there's no blue dot that pops up on your map when it happens. Did they really change it?

Novigrad is more reactive to in-game story events, has more memorable landmarks, a more diverse color palette, more enterable buildings, clearer district distinctions, more and more meaningful gang presence, more coherent and engrossing npc interactions, better crowd mechanics, a greater degree of verticality and layering with a fully explorable sewer system, more unique and detailed architecture, less empty useless space, better sound design, and more documented and implicit history.
TL;DR Novigrad is a better realized and more convincing metropolitan facsimile than LS. LS is a sandbox. Novigrad is a character. Beauclair is better than both.

The correct point to make is that the driving and shooting mechanics in San Andreas were already shitty back in 2004. A lot of the quests were notoriously bad too.

Too bad the gameplay in The Witcher 3 is complete shit and I dropped the game before getting to Novigrad.
Novigrad is basically Franklin, forgettable and boring.
San Andreas had four major locations that are very easy to remember. GTAV is very derivative of that map too.

I played it again around 2 months ago, and while the controls and AI definitely suck, the shootouts themselves are still enjoyable, especially when you can exploit the AI to your advantage. The story, though it's fairly conventional for a hood flick and suffers with pacing issues especially later on, still holds up because of its ensemble of villains, and the meaningful rewards given after the main missions and side activities are motivation enough to keep you playing. Overall, it has definitely aged a bit, but not nearly as much as, say, Vice City, and it's still a great game in my opinion.
