According to Sup Forums, a bad game like Skyrim should have lost its appeal a long time ago. How come that isn't actually the case, and can someone explain this phenomenon? But more importantly, how come Witcher 3 doesn't have as good mod tools as Skyrim?
Witcher 3 fans even said the new DLC would save it, and certainly the Steam summer sale didn't help it

Skyrim is an actual RPG (though not a particularly good one) with a lot more replay value and tons of mod support.
Witcher 3 is an adventure game also with piss-poor combat but comparatively little replay value, mod support or role-playing value.

And I'm "role-playing" as Mario in Super Mario Bros., doesn't make it an RPG. Dialogue choices don't make a game an RPG. Dialogue and dialogue choices are a staple of the adventure genre. The fact that Witcher 3 is held up as the shining example of modern RPGs tells me people today don't know what the fuck an actually RPG is.

It may be a serviceable action/adventure, It's just not a good RPG.
You have zero input on the character, he's always Geralt, he always has the same voice and backstory. Sure, you can "role-play" as Geralt making his decisions, but you can say the same about any game with a protagonist you can't change. I'm playing the role of Link or Kratos in their games but that doesn't make them RPGs.
Exploration is about as exciting as it was in Skyrim or Dragon Age. You can't do shit beyond looking at pretty sunsets and picking up random loot, there's little/no interactivity with the world and not much incentive to explore beyond seeing something pretty or finding more loot you could have just bought at a shop.
Your combat role choices are extremely limited, you have a good four sword swings and a tiny handful of spells and skills and that's it. You fight the same handful of enemies with the same handful of combat skills for the majority of the game. Two playthroughs are not going to be drastically different from one another in this regard, even Skyrim offers more diversity in combat roles.
There's just little role-playing to do in the game at all outside making dialogue choices and the gameplay in general is pretty lacking and repetitive. The game is beautiful and well-animated, presentation is top-notch, but it's quite clear that was where the devs focused their attention so we get some pretty bland, boring gameplay as a result.

What the fuck is wrong with people. First when I read all the praise for it on here I thought it was exaggerated but was I wrong. I can easily say that this is the best medieval themed game I ever played even if its fantasy. The fights, politics, folk lore based monsters etc its all fucking great.

People are playing Skyrim because it has more replay value, and it has more replay value because it allows you more freedom to role-play as different characters and has tons and tons of mod support that also helps keep subsequent plays fresh enough. That's all there is to it, Skyrim is just more of a "game" than Witcher is so more people will keep playing it.
