Why is that the case in every fucking video game? Do they purposely mix the sound really flat while in game as to not distract the player too much or something? Is it super compressed to save on load times? Why do soundtracks always sound so much better on OSTs?

I actually think its just because when you're really focused on a game, you don't notice the music. All the sound mixing in the world isn't going to let you listen to both the game and music at the same time if you're too immersed

Not very. Doom's soundtrack is pretty damn great.
Truth be told though that you won't find any rips of the tracks that will truly do them justice. One of the best things about Doom's soundtrack is actually how it responds to what's happening and to what you're doing.
Just shooting your gun will have the music respond and it really just leaves everything resonating very well. It really pulls you in.
