Hire about 5 or 6 voice actors to voice it all.

Oblivion and Skyrim went way too far in trying to simplify things. The only problem with the Morrowind system was that there were too many redundant options, not the system itself. They should have just pruned the choices to be more relevant for each NPC (only barkeepers give gossip, only guards give directions, etc).
By improving literacy in the general population.
I really want Skyrim but with Fallout 4's dialog system.

Change it to a natural English where you type.
Replace the keywords and wikipedia articles with four options that all say the same thing but with slightly different attitudes.
You can't fix Morrowind. It's beyond redemption.
