Primarily because OP's picture is doing it wrong - that character is just a man's body with tits slapped on. Body shapes are one of the key ways to identify characters both in real life and vidya and having a woman who looks like she can out muscle the meatslabs from gears of war is straight up poor design.

getting muscles is a very arduous work and genetics have some influence in that. For women is even harder so they have to meet a specific criteria, follow an strict workout regime (this is not exclusive to women) and nutrition. Genetics and some drugs help in the development of muscular tissue in women.

It's harder but possible. Also, don't compare RL with games, most physical activities are not completely related to muscular size or being ripped. Athleticism is not 100% related to muscles and silhouette. It's true though that athletic people will have some (or a lot of) muscular definition.

tl;dr: It's a fetish but not so popular like lolis or girls with big asses.
