This is tough to answer. Sonic CD has upwards to 70 original tracks, with more than half being purely God-Tier. I'll say that the only game that can come close would be another Sega game.

Great tastes OP, I keep listening to the OST lately for it. Anyone know of any similar soundtracks to it (Talking about the JP/EU one here, though the US one is fine also.)? It seems to be a bit unique.
I think I once read the genre's name here or found similar tracks that were used for inspiration at sonic retro, but the least you could do is search for the "sonic the hedgehog remix" album which is entirely CD focused.

Birthday Cake grows on you I find. Many people who love it did not like it at first.
I fucking love Sonic Adventure. I think the game is still solid but the music is the one thing that definitely did not show wear over time.

Sega was one of the first in the practice of hiring actual musicians, instead of "game musicians" or movie/t.v. musicians. It's why the Genesis sound chip is a Synth and the Snes was a Sampler. Samplers are much more easier to work with if you're all about composition rather than production/playing, which was the specialty of many of the nintendo hired musicians.
Sega still does this, even as the whole "game musician" job becomes more and more professional and respectable. Hell, Sonic and the Black Knight had fucking Marty Friedman and Bobby Jarzombek on it. Those two are fucking MONSTERS, and they were allowed to just do whatever. They both said they wanted to come back and do it again, which is fucking awesome.
