You can get a decent entry level Android and a prepaid plan than can go for about$50 for unlimited talk and text and about 10gb of data monthly. Or you can get the phone and only play when you're on wifi. You need an internet connection to download and play the game outside

Look into Nexus 4 or 5 and the Moto G, very good entry/mid level Android.
