They never went to market in the States, the version he has it's literally one of the only prototypes ever made for NTSC-U for a single guy to demo the games to get people on board, the blue disc could be an unreleased game or jargon code, the thing can't play any NTSC-J games so it's effectively an entirely different product, the BIOS and disc could be archives for the internet, and so on.

Having just the BIOS is pretty much useless and the disc is probably just some demo to show what the add-on can do, IF it even has something bootable.
It's exactly like the Nintendo PS recently found. Sure, it's interesting to actually have a working prototype, but aside from staring at a BIOS screen there's nothing to do.
Because I expect it to supply a NA BIOS of the system and nothing else. I don't really give a shit since I already have a jap N64 and could import the real deal if I felt like it, and it would actually run software.
