So I want to play the newer pokemon games (to me anyway) which means I will need a DS and 3DS emulator.

Buy a 3DS and a DS Flashcart, install custom firmware on the 3DS and just pirate the games.
Pokemon is trash anyway and 3DS emulation is not worth it at the moment, it's awful and only one chink build of the emulator plays ONE of the Gen 6 games at a painful speed.
