You have to balance being able to fight back and being powerless. If you're too powerful the game becomes a cakewalk and isn't scary as you can just mow everything down but if you're completely powerless the game could devolve into a walking simulator. Though I imagine there's a way to make a game with no enemies, but the idea of potentially finding something scary that could work. But if you want to make a game like that, or really a game where you're completely powerless (like Frictional's games) I think you really need good puzzles since just walking around an oh so foreboding map with nothing on it would probably also get boring.
But you don't necessarily need monsters everywhere.

I prefer being disturbed more than jump scares. Putting you in really forboding situations with threats just outside your field of vision is far more effective in triggering my anxiety. Jump scares just piss me off.

Alien isolation is a good example of this, you can fight with the enemies, but that will atract the alien, and then you can only temporaly reject him with the flamerthrower.
What about a game with no enemies but it's in space and you have a time limit of a few days that ticks down even when your not playing, to figure out how to fix a broken air filtration system before you die?
I love the idea of stumbling into something you're not supposed to see ala Eyes Wide Shut. Would even love a conspiracy theorist turned fraud Alex Jones-esq character for a lead.
