Here is my high level critique in case you wanted one.
-Simple but effective bg -Shit hands -Mouth+face (before "muh style", the teeth are also unaligned in the same exact manner yet they are attached to the skull, so the exaggeration of the mouth's expression fails here, and instead conveys disregard for perspective) -Acceptable simplified anatomy outside of the aforementioned issues -Water splashes look more like laser or electric sparks, too many continuous lines of similar width and abrupt angles -Logic behind black outlines (and their absence) is just not there, there's too much focus on the hoodie as a result for no real reason, also doesn't help that there is very little saturation overall so they pop out a ton, almost like writing on top of an image, which ruin the overall image including the harmony with the nice bg -Since you're having a nice cold background, the piece could look a lot more effective by de-saturating the far elements (from the viewer) such as the right side of the cape and right twintail, give them a tint of blueish/purpleish, to add some atmospheric depth - right now the subject looks more flat than the bg, which is a bad composition idea in cases such as this where the subject is popping out and is very close. -Shading of the hair in general is a little jarring because a lot of values went there yet that's not how hair reflect light at all.
>Bottom line 5/10. Despite being heavily stylized, using real life tricks such as conveying depth will still go a long way for very little effort. BG having more values than what's immediately in focus is also disrupting in general. You need to pick one aesthetic and keep it consistent throughout the whole piece. I also suggest doing some quick studies on elements of your drawing such as hair and water because there is some hard knowledge that you're lacking for effectively representing those, even in a stylized manner.
