Kula isn't trying to imitate K` necessarily, or else she'd be a broody bitch with her hands in her pockets all the time. She clearly doesn't. Just because one character in a team wears something doesn't mean the other is going to act like codependent lackey doing everything his or her teammates do. Do you see Ralf or Clark wearing the same hat or Ralf wearing shades? Nah, that's just something Clark likes to wear because he's a cool and composed character like that, while Ralf is boisterous and in your face and very expressive, thus putting shades on him would obscure his eyes which help with the expressiveness. Leona isn't doing what either is doing either just because of that.

This is a thing of individualistic integrity, and I'm sure SNK respects its characters like that, and is exactly what I'm talking about with (or rather, against) Capcom. I honestly don't know where you got the idea that Kula monkeys K` in the first place.

Still, I'm kind of disappointed how they've been treating her lately. She's always been my favorite KoF character, but I'd like her to be visually appealing as well.

The model being ugly isn't an issue exclusive to her. The game just doesn't look very good compared to others. It's a bit better in person though.

Evo build looks a bit better but not like a major improvement or anything.

I feel that the third one is way overly shiny. The middle one is fine, little more emphasis on light would be nice.
Although for optimal results I feel that strenghtening shadows equally would help, give the character more contrast.

Oh yeah, the third one doesn't fit well with the art direction of the game, the second one is a vast improvement over the normal.

And yea, just better lighting in general would help so much. The models are fine.

That bottom image not only includes lighting but also mapping of some sort so it's a bit more complicated and model-specific.
