I've been fine with my 970 at 1080p, but the 1070 fixes everything wrong with the 970 and will be solid ultra, even at 1440 until the next big real console gen.

No. RX 480 is able to best a GTX 970. It will not beat a GTX 980, nor GTX 980Ti.
Having said that, the 480 does equal the GTX 980 in Doom with Vulkan API turned on.
970 is going to start showing age in the coming next year.

Well yes, you can get an i5-4460 or 4690K, depending on whether or not you have a Z-Chipset.
You may also OC that Pentium, but two Cores without HT won't be a solution on the long run, no matter how high you push it.

Well, assuming it won't take literally 10Years, you should be able to run it on medium or low in 1080p, at the very least.
It's not like the new consoles are going to be anything special, the bar will not rise that much. Especially with DX12 and/or Vulkan taking off.

Yes. my i7 2700k is bottleneck to my 980ti at 1080p. I don't game at 1080p though, so it's not so bad.
I game at meme 3440x1440.
If you swap your board anyway, then Skylake should be a consideration. Although you may also need some new RAM, unless you get one of the boards with DDR3-compatibility. The choice is limited though.

I purchased my 970 for the sole purpose of it being a transition card. Nothin is playable smoothly at 4k. I dont have a whd monitor, so no 1440p/120fps either.
A 970 will max out most games until 4k cards come out.
Buying a new monitor and a new card for sub 4k feels like a waste.

user, you legitimately made some mistakes in your build. For example, an RX480 and 1060 are newer and outperform a 970 for within like 20-40 bucks of the cost.
You also bought a very slow CPU. Right now you'll have a bottleneck, where the nice card you bought will be held back by your CPU.
You also spent too much on a power supply, when a 600w would do FINE.
You also spent money on Windows, when you can get the OS for free and buy an activation key for less than 30 dollars.

The 6350 was a shitty choice even in 2013/2014, if anything you should've gone for the 6300 which is literally the same chip with a lower base clock and slightly worse binning. You've paid 30$ for a 200MHz higher overclocking range.
Nowadays, an i3-6100 is superior in pretty much any aspect.
The 970 also isn't a good choice over the 480 or 1060, unless you've got it for like 200$.

Factory overclocks are irrelevant because you can overclock the card yourself if you want, and they only give minor performance increases. 1060 draws so little power that the cooler isn't of that great importance.
Hmm. Try and see if you can get it down to below 160 bucks. You should stare closely between the 960 and the R9 280X. R9 280x bests the 960 in BF4 and it gets a major boost in Doom thanks to Vulkan.

The Palit Dual 1060 is the cheapest dual fan in my country, at 280 euros. I'm thinking about getting this one but I'm kinda waiting for more reviews. So far I've only found one (one) guy on YouTube who bought and reviewed this one.
