I think it's because someone asked why they didn't put in black people, and they didn't because they are going for a very historically accurate game. There was apparantly a whole discussion about on twitter with the devs about it.

You see, when S.T.A.L.K.E.R was released, it had beautiful graphics and hardly any PC could run it completly smoothly. Even now X-ray engine has some of the best lighting that engines can offer. And it runs smoothly now on most PCs.
Obviously Kingdom Come is following the Eastern European meta, making the game difficult for our times, but in a few years most PCs will be able to run it smoothly, surely the engine will excel at something too.
