You get to join Mr. House basically as soon as you enter New Vegas

Once you deal with Benny just after you enter the second act of the game opens up, this is when you're able to start the questlines for House, Legion, NCR and the wildcard option. Wildcard is basically the option to do whatever you want, kind of a failsafe if you fuck up the other three.

Wildcard is basically you taking New Vegas for yourself by fucking the other factions over

Wildcard means you don't join forces with NCR, Legion or House but instead take over the strip yourself by doing things like hacking the Securitrons

All the questlines have you do the same series of sidequests in the second act, just in slightly different ways that suit the interest of whatever faction you're working for, if you do the wildcard option you're able to complete them any way you want. There's no real faction involved, you're working for an independent Vegas.

Wildcard is fuck the other three "winnable" factions over, and deal with each of the minor factions yourself however you want. You personally come out on top.

The main three factions are a bit more set in their ways. House demands you fuck up the Brotherhood for example.

Fuck, Wildcard sounds awesome, especially for the type of character I'm currently playing (Guns, Speech, Science and Barter)

After you see Benny you're instructed to go to his suite, it starts in there.

You won't miss it if you play the damn game.

Wasn't he shadowing you because you had the chip? Like as a program shadowing you? Bouncing between securitrons all the time? Or was he specifically one unit?

It's not missable. You meet the Wildcard character, House and Caesar deliberately along the main quest, you don't have to commit to any of them at the point you meet them, but afterwards the main faction quest lines do end up to further and further commitment.
You're also invited to the NCR offices in Vegas around the same time. There is no main quest that directly takes you there but once you go they're just like the other three options.

You seriously can't miss wildcard. While it's the freechoice option, it's also the anti-lose condition option.
You can genocide every faction in the world, every character in the world. Except the wildcard character.
