So is there a cart to load roms onto that plays in the 3ds? Does that R4 card work in 3DS?

Actual R4s don't work, but there's DS carts that work. There's a 3DS cart you load roms on, but it costs more than it's worth when you can just install them directly.

Yeah, it's just any compatible DS cart. If you have a Gateway, it comes with one.
