I don't get it. In Fallout 3 AND NV they have both male and females voice the same lines then do it again for male and female ghouls. Was writing lines for these game that expensive?

There's lots of voice actors. The problem is the ones that do tons of characters and use the same voice for all of them.

The short answer is that you're faggots

The long answer is that you don't know how to play skyrim and you're just doing the main quests and shit. Every race/gender combination has a unique actor, and norms have two or three per gender. The majority of people you experience during the main quest will be nords, so you'll basically just hear the same 5 or 6. Most of the unique npcs also have their unique voice actor, like delphine and brynjolf (let me guess, you don't know who they are).

That's pretty much the case.

Orc males/females shared VAs with Nords.
Elves of all races shared the same VAs. I remember hearing that they initially had the raspy VA from Morrowind doing the voices for all the Dark Elf NPCs, but they somehow lost or rendered those voice clips unusable and had to do a rush job with the Male High/Wood Elf VA instead.

I honestly don't get it either.

It can't be time because Bethesda takes 4~6 years (quite possibly 9~10 for TES6 if 2020 turns out to be true), and New Vegas has shitloads of voice actors and was done in 18 months.

It can't be money because Bethesda is filled with money.

If Todd is seriously that lazy to direct voice acting or be present in the studio, why don't they just hire an external audio studio to bring actors in and record the lines? Jesus fucking christ.

Jiub shows up with the original VA in the Dawnguard DLC. Don't know why they didn't use him for normal Skyrim
