desu Das2 had the worst. it never evolved for any way you want to play. Sorcerers always used soul vortex -> crystal soul spear, hexers always used affinity -> dark hail, UGS and greatswords were gamebreakingly OP, etc
dark souls 2 definitely has the most overrated multiplayer in souls games.
It is about as shitty as DS1's circle strafe BS or BS bait.
The only Dark Souls game with decent PVP was DS2.

I usually just go to NG+1 because thats where I'm able to get enough souls to get to level 120 and I leave it at that
theres no real incentive to go beyond NG+1 since the gameplay doesn't change much like DS2 did
I was very active in DS2 until DS3 came out. The meta was use 1-2 things good about your character and that was it.
sorcereries are by and large useless (especially DLC ones), hexes are by and large useless (especially DLC ones), miracles were mostly useless (ESPECIALLY THE FUCKING DLC ONES), pyromancies were somewhat decent but mostly shit (especially the DLC ones)
and that's just the magic
daggers, reapers, whips, fists, lances, halberds, axes, spears, hammers, and most twinblades were dogshit
for PvE you can use whatever, but PvP you were going to get abused if you didn't use the spells that you can count on 1 hand that were actually usable in PvP in the game, or a few non-shitty weapons from the few non-shitty weapon classes.

I had DaS2 for PS3 but never really enjoyed it much, I played the shit out of DeS and DaS1. However, I never played SOTFS but I heard good things about it.
Should I get DaS3 or SOTFS?

I got DS3 on launch, and, I kinda wish I just waited for the GOTY scholar of the second sin or whatever the edition is with all the DLC/game changes to come out.

Yes, unfortunately I don't think the gimmick/joke bosses are going to get fixed in the re-release edition of DS3, but there will hopefully be more NG+ content (really anything at all), and the DLC areas will be out and good.
If you didn't like DS2 you still might not like SOTFS. It just depends on what you didn't like in DS2 in the first place.
If you can get SOTFS for cheap then I'd say go for it, but if you really disliked everything about DS2 to the point where you didn't even finish it then maybe just save your money or pick up a game you know you are interested in.
I will say that the three DLC areas for DS2 are almost universally beloved, aside from maybe 1-2 encounters across the three of them.

I'm playing a dex/ int character that uses heavy soul arrow and the flashsword (I forget the DaS2 name, sue me) and I've been winning the majority of invasions/ duels.
You would be amazed at how many people can't dodge magic, even now.

DS3 has the worst pvp in the entire series.
Even though 2 eventually made pvp shit because of soul memory, until that ruined things it was very enjoyable. 3 is just complete shit and if you're still trying to force yourself through it in the hope it will get better, you are just wasting time.
PC port of 2 is reputedly the best in the series.

Im genuinely better at pvp in 3. Backstab fishermen are all the rage in the rest.
I'd rather (easily) deal with backstab fishing than the shitfest that is DaS3's PvP.
Making backstabs literally impossible to land on anyone that isn't asleep at the controller was not the correct way to address the problem: you can't even punish chuggers because the heal is instant and they can walk out of the animation.

You're not playing the same games I'm playing. Once your locked in a backstab animation, its game over. As for estus chugging, i don't care for invasions (anything goes). I'm more of a duelist and I adhere to the 'no estus' rule.

If your character initiates a backstab in DaS3, the enemy has to get out of range by rolling away. If they do anything else that isn't more roll spam, the backstab will go through anyways no matter what orientation they're facing.

DaS3's PvE was a blast first time through, but the PvP nearly gave me a heart attack. Had way more fun sl1 fucking with people in the Burg during that DaS Reddit event, and then invading in SoTFS.
I hear the meta quickly devolved into DBS and Scraping spear, with non-stop infinite grass munching.
I miss the first few days when bosses had 5 million signs outside of their fog gates and people who invaded also were super new to the game so you had a pretty good chance at surviving
