If you're joining, you do not need to start the game. If you can't connect to a lobby, it's probably already started.

If you're new and it's your first time hosting:
Pad the buffer somewhere between 15 - 30. If you need to go over 30, don't bother hosting. Each buffer frame adds basically 16.67 ms of input lag.

Haven't looked much into Dolphin Netplay, and I doubt this, but is Four-Swords netplay possible?

almost anything that is stable by itself is netplayable.

No, and neither is Crystal Chronicles. The input for netplay can't take joybus links to VBA or anything.

It depends on what your prefer. Dolphin gives you silky smooth 60fps combat, but with no extras from the ps2 version and no voiced skits (even if you get the undub patch). The HD symphonia ports are 30fps capped but give you the ps2 content and fully voiced skits (Jap VA only).

Seen some weaker CPUs playing it before on the wiki. Try it is all i can say.

Those stats are almost identical to mine and I can run most games smoothly. I have 2.6 GHz dual core and 512 MB graphics RAM though, you'll probably want a graphics card if you don't have one. Just make sure you set your settings to not use too much processing power/GRAM, and also if you're doing netplay get everybody to turn off "speed up disc transfer rate". It makes load times a big longer but that's barely an issue on Gamecube and can give big speedups to some games otherwise. Most of all it prevents desyncs.

I don't have a iGPU, so yes, I'm pretty sure it isnt't.

Just as a stab in the dark, is anyone familiar with Dreamcast/NAOMI emulation? I ask mostly because it's from the same era more or less and holy fuck demul runs like shit on my computer. If I could do Virtual On Kaillera netplay that'd be sick.

I'm also on a laptop. Dell Precision M6400, but I got it off of Craigslist with a fresh install so it might be modded or some shit. It was decent specs for the price and I needed a PC bad, so it did the trick. Only issues I've had with it so far in general are not running Overwatch at all and not running some more sandboxy games at a decent FPS like Scrap Mechanic. RAM's a huge bottleneck.

I'd love to play some Melee. I suck though, just be warned. Also what's 19XX TE? Is that a Melee mod?

Everyone uses the stable version for netplay.

Netplay community is the only one you need. It covers the bases for the rest of them. I'm pretty sure "netplay safe kill music" means that it removes music completely to avoid desyncs or other issues.

Yes.

The 5.0 release could easily be used all the way up to the next big release, unless there's a breakthrough change introduced (such as ubershaders).

I don't think they will be making any major update anytime soon, they made such a big deal about 5.0.
