super mutants are hard to create in general with intelligent super mutants being extremely rare. So if the success rate is so low then where are all the rejects? Centaurs, Floaters, etc.

The Master used FEV AND his Mariposa technology to create the Super Mutants. It's not like you can just uncover FEV by looking under your couch.
