That game doesn't look as bad as I've heard. Why did people trash it?
It has some noticeable problems if you ever play it (it goes on sale often), but the actual gunplay is damn near perfect.
Loading times masked by huge cutscenes. Extremely linear gameplay with small, segmented levels. Cover mechanic that actually serves to be as much of a burden as a benefit on higher difficulties.
Still a good game though.

Personally, I didn't like the setting (especially since all the witty/silly enemy dialog was replaced by mostly by Portuguese), and the complete lack of a out-of-nowhere hallucination sequence that became almost a staple of the series. I just didn't feel very Payne to me.
