The SBRverse isn't a direct 1:1 of the initial universe. Josefumi Kujo isn't part of the joestar bloodline despite him being Jotaro's counterpart. Kira isn't Jotaro's counterpart because he's the original Kira's counterpart. The SBRverse doesn't line up equally to the original just with some name swaps, unlike the Ireneverse.

Like, the entire point of Kira's character is that he's completely unable to either stop what he's doing or see that it's wrong because he's one insane and two naturally inclined/compulsed to do what he does rather than it being a deliberate series of choices. Even when he knew love with a real woman it wasn't enough to stave off his nature and instincts.

It's not an exact copy and not every character has an exact counterpart. Kir8 is Jotaro's counterpart, he has a job involving the sea, a similar personality, he's Holly's son and he never takes off his hat, but he's also Kira's counterpart as shown through his Stand, name and love of hands. In the same way, Gyro is a counterpart of both Will and Caesar, taking the role of mentor and friend.
