The problem with RCR SP is that it was probably cancelled.
The game was originally supposed to be released this april 28, but one week before, it was announced a delay to june 2.
After that, later in may, they changed the date again to 'to be dated' in order to improve quality.
Make of that what you want, but it seems to be over.

All kunio games on the 3ds are released by arcsys.
Not counting RCR SP, theres 5 games in total:
Kuniokun SPECIAL: a remake of the original kunio arcade game of the 80s (aka renegade) including a fleshed out story mode that plays like RCR
Riki densetsu: a eshop only game featuring kunio's rival riki in an original story.
Kuniokun SP(special) Ranto kyosoukyoku:
This game is tokyo rumble, also an original story after the events of the first game.
Nekketsu mahou monogatari: a story mainly inspired by dragon quest.
Downtown nekketsu jidaigeki: a remake of a nes kunio story based on feudal japan.
