If it isn't they probably still share the same mindset, otherwise they wouldn't have made a 2 hour game with no gameplay

40k could never work in a total war setting, the nature of (significant) technological advancements in the battlefield rewards guerilla warfare and thinking on the fly.

Games Workshop knows that protecting their IPs with ferocity is the only thing that keeps their $80 models selling, so they'd never give the go-ahead for a Total War 40k. Thankfully Relic knows what they're doing.
