Well, let's go to the basics of Sonic then. Why the hell is Sonic so fast? There's no notion of hedgehogs being fast creatures. Not even close.

2. How is he going to do the boat and plane sections without his transforming vehicle?

Because it transforms into an airplane.

Because he wouldn't be able to participate in a car-racing competition without the use of a car.

So how are the other Sega characters going to compete?

The slow ones can use other means to get around. Nights can fly, the jetset guy can skate, samba is allowed to use a car because hes mexican and slow as fuck. But the others should have trouble keeping up with a friendly jog. Not like sonic is going to go full mach speed when racing his friends.
