It's not artificial loading, it has to do with optical media being 5x slower than a harddrive and 500x slower than a solid state disk. Also weird quirks like constant RPM leading to higher velocity/faster read speeds (over 2x faster!) when reading data off the edges of a CD compared to the center. Great writeup here: dolphin-emu.org

Okay so you load the cart to RAM
And to get the loading to be correct, you load parts from RAM, at the speed its suppose to done.
If you fast forward, unless you hit a speed cap, things still happen.
Because the transfer speed of NES/SNES and PS1 is often garbage.
