Take hacking, maintenance, research and normal guns skills.

Standards weapons, maintenance, hack (mostly important later), agility, strength, a bit of endurance.

Use the wrench a LOT, god tier late game weapon.

Normal, and do NOT get research.

You don't need to put a single point into it until [plot point], where you'll get free modules to upgrade research at the point.

so is PSI useless?

No. I've done run-throughs with all builds (besides melee only) and Psi gets to be very powerful later on if you focus almost solely on it instead of guns. Tons of unique abilities: you can hypnotize enemies into fighting each other, lay mines, build a wall of psy energy to prevent anything from getting through.

no most of the powers you get from psy are kinda useless in most cases though and you can waste points on it leaving you weak in the late game
honestly while the rpg system gives the game a fair amount of replayability it's balanced very poorly
enhanced is pretty much identical besides the reactor code bug EE just runs natively in windows so no lag and has most of the "essential" mods from systemshock.org built in (though not all)
