I don't know how it is in Canada but I was able to get a Vita and 16gb memory card for $140 at gamestop.
4gb is basically nothing. It's getting harder to get physical games without special ordering them and even physical games might need patches or DLC that take up valuable space. I don't know if you have one of those new phones but if the memory card is too full you can't even use it to browse websites or stream videos from youtube/netflix.

You can probably get a bit better price if you're willing to shop around more, but that's not a bad deal. It's certainly worth that amount of money.
