The devkit doesnt contain an emulator. What it does, is compiles the source files of the game to a window binary that can execute at essentially native speeds on a PC.

So in order to play ps4 games on your pc, you'd need:
1: the entire sony orbis devkit, not just one dll lmao
2: the entire sourcecode, build-chain and resource bin for the game you want to play. good fucking luck.

A PS4 version might have left over data from the XBone or PC version. Happens all the time. Hell, any game that has a console version usually still has the controller configuration in an .ini file somewhere

Dark Souls is overrated in terms of how bad the port was.
Playing it on day 1 you got console parity and the first version of Dsfix came our after launch.

Worst PC ports should be legitimately broken or worse than the console versions.
Arkham Knight for example was missing effects the PS4 version had and ran like shit on everything.
Dying Light at launch only used a single core of your CPU, gimping performance on even the best PCs.
