It's being released in 9 months.

Are Nintendo waiting for it to have an amazing launch lineup of games or something, since that was what was lacking with the Wii U?

First, if the controllers attach to the phone, then you wont be able to use the earphone plug or charge it while playing since the controller will just cover those.
Second, the battery will be shit. Most phones dont give you more than 4 hours gaming, and then you are out of juice for your actual phone.
Portable batteries wont save you since the charged is covered by the detachable controller.
Everything but the phone part will be like that.

Perhaps the controller peripheral doesn't have a standard way to attach (i.e. can be placed top, bottom, or sides of the phone/tablet)

Because it isn't launching in March. That was a move to appease the many investors who believe the Wii U needs to be replaced soon. Nintendo is too stubborn. Besides, it's good to scrape every last second they can get to ensure that not just the launch is good but the follow-up.
It will be delayed until November 18th, 2017 (five full years after Wii U).
