TWEWY puts emphasis on clothes, food and street culture in general but sadly you don't actually see the clothing changes you make on your character.
Akiba's Trip: Dead and Undressed - has a ton of clothing options, but very few of them actually match, it's hard to make a good-looking combination; a lot of the choices are simply silly-looking.
That won't do. I need something that lets me to get creative and look good while I go on about my business, not just something that allows me to slap random pieces of clothing that don't match on my character. Terraria would be a good example of the former.
Are there really not that many games that let someone do this?
Dragon's Dogma has a lot of nice armour options you can mix and match. It even has great character customisation and I don't believe armour has that much importance until endgame.
The downside is that the majority of the helmets, excepting one Wizard hat and a few proper helmets, look pretty bad.
Saints Row is okay, but they seem to get less options the further you get into the series.
Fable is another okay one.
I'm drawing a blank right now, but there is more.

I've only played the first Saint's Row, but I remember it having some pretty beefy character customization options, and I hear SR2 improves upon that. Too bad the PC port was such ass.
Fable 1 had a few nice sets, but the colors and textures were so distinct in each piece of armor/clothing, that if you tried to mix and match most you'd end up looking like a clown. Fable 2 had some fucking great customization options, though.

I've never played 1, but 2 has a bunch of neat options.
For example, you can choose how your character wears certain clothes. (Unbuttoned, buttoned and tucked in, hat to side, hat ash ketchum style, etc.)
Fable 3 has some nice sets and you can also dye them to make their colours match.
As a downside though., it's a pretty bad game.
I only wear helmets in games where the character customization/face models look like shit, such as in oblivion without mods. Otherwise it kinda defeats the purpose of spending a long time in the character creator.
Well, sometimes I make an exception if the game has some seriously nice helmets, like dark souls 2. The one in the right on pic related is my helmetfu.
That sounds like just my kind of thing. Is the PC port of SR2 as bad as people say it is, though?
And I still can't believe how bad they fucked up Fable 3. What kinda bumfuck asshat at lionhead studios thought that the perfect fix for the shit inventory UI in Fable 2 would be to make it take even LONGER to navigate in Fable 3? Fucking hell.

I played it on PS3, so I can't help you out unfortunately.
I still enjoyed Fable 3, even if it was filled with terrible choices.

It's a jousting helm, a general design school that protects the neck and shields splinters from the eyes.
Dead Rising lets you mix and match with clothes you find while exploring but from memory, a lot of it is goofy stuff.

A little laggy (will NEVER hit 60 fps on max cause of the way the game is ported), plus crashes every couple few hours (so save a lot)
But overwall it is a great game

while some of them are better than others, you dont need to min-max to be able to end the game or anything

Resonance of Fate has extensive clothing customization for all three of its main characters, and you can freely choose which character you see on the field too.
