There are 3 legitimately bad characters in the cast, and all of those except Ibuki have still seen result at a high level. This is one of, if not the most balanced SF game so far.

Xian consistently gets top 8 with FANG fucking everywhere. Hell, he's fucking top 10 in the CPT standings right now.
Itabashi has gotten really solid results with Zangief, making top 8 even at stacked japanese tournaments.
Justin and Mago consistently get top 8 with Karin when they're not outright winning events.
Xiaohai and Kazunoko does great in Asia with Cammy.
Eita, Julio, Momochi, and ChrisT get top 8 all the time with Ken.
Rashid frequently sees top 32 and top 16 placings in Europe, along with Oil King making Top 16 at EVO despite it being a 5000 man tournament.
Mika ALWAYS sees top 8 in every goddamn tournament.
Will2pac and Crimson get consistently high results with Laura.
FChamp has fallen off somewhat, but he still gets solid results with Dhalsim.
ISDD did really well with Guile recently, making people consider that he might actually be stronger than he seemed.
Phenom gets high level results with Bison, beating strong players even though he puts his time into dual maining. Him and Problem X are set really high in the standings right now.
Birdie has fallen off somewhat, but you still see him used at around top 32 and such by LPN and others.
Just because you don't pay attention whatsoever doesn't mean characters are unviable. If they manage to see play at that level, you can be damn sure they're viable in tournament. Hell, considering that you're even spouting shit like that, I would assume you only play online, in which case you can do well even with fucking Ibuki.
top8 has way more variety than that.

Those characters are clearly viable though, you just need to check actual results to make that out. Just because the very best players don't use them doesn't mean that they're not viable in a tournament enviroment. Hell, Laura got Top 8 recently at a tournament with multiple high level asian players even. You can't just claim that Rashid has had jack shit for results when he makes splashes in Europe frequently and gets Top 16 at fucking EVO of all things. Guile doesn't have that much for solid results, but ISDDs placing was very recent and extremely good. Birdie sees tons of play around top 32 and lower level regions like South America.
Unless you're competing for top 8 in the world, every single character except Ibuki is clearly viable.
After the reception of the skin with this game, it might be going forward, with his "normal" skin as an alternative

My friend and I are going to a weekly local tournament. It wasnt my idea but he insisted on going. I'm ass and I know I'll get bodied, but how does the fgc look at newcomers? Should I roll with it for the improvement or are they elitists?

Sometimes depends on the region, but in my experience it's very welcoming, especially now that SFV rolled around. Community is full of new people who're just starting out, so you should be fine.

This is probably the biggest gripe I have. 99% of the playerbase would be extremely grateful if they would do this, but they for some reason just keep this dumb shit going on. Like even Pokken gives you a loss of points if you ragequit, but for some reason SFV doesn't.

You don't just make top 16 at EVO through matchup unfamiliarity. If you want something other than just CPT results then look at Topanga, that had 2 Rashids running wild and beating players like Fuudo.
I have no idea how you can even say that top 32 and such at events don't matter when that's actual competitive tournament play. If it's viable there consistently, then it's sure as hell a viable character for the very vast majority of players.

Rashid's one of the few matchups I actually know inside and out. Trust me when I say that nobody knows the matchup. Oil King and John Takeuchi are more reliant on gimmicks, which don't work in the long term. If one person runs into them who knows what they're doing, they're done. Gachikun is probably the best Rashid who actually plays the character without being a fucking nigger, and he ain't that good.
And Oil King only beat Art, Julio, and INO at Evo. Not exactly the cream of the crop.
Top 32 at a fucking South America tournament isn't meaningful at all in the grand scheme of things, am I supposed to sit here and pretend like it is? Early tournaments don't tell you about the current meta, they're not meaningful in a discussion about it.
As for matchup unfamiliarity, go listen to what Xian said just last night on Daigo's show. Even he said, the first time he plays someone, he'll probably win, but once they know everything, it's over for him.

What are you saying here? At seven premier events, she's appeared 3 times in top 16, that's not a lot. She didn't make an appearance in top 32 at Evo. But the large amount of European Lauras skew her numbers for ranking events.
I said earlier that I think Laura's actually viable. Quite frankly, her biggest problem is that no elite players are using her. I remember Dashio was, but I haven't seen him play in fucking forever. Hell, I don't even know if he's still playing this game.

This. Its only worth doing it if you need the corner or stun. But making his hitbox on stomp not retarded makes him far more mobile and punishing without needing to use elbows, which usually just get read and grabbed anyway since they're the only viable distance closing move.

if you change Ryu's GI, Chunli's blue dress, Cammy's green leotard, most casual players wouldn't recognize the characters. But the main issue is: you don't change much great and iconic designs that actually say a lot of things about the character.

Look at Alex, I like his new look a lot but it made a lot of people angry. Even if you do a decent job at a redesign you can still end up upsetting people and all it takes is 3 upset or less people on a site to make something into a huge constantly talked about issue. People even complained about Karin's despite it being super minor change
It is much safer to go with the outfit people already know and like then give them an alt.

Either this or give more options/tools. Increase his juggle limit (scaling should balance it) or give things like blocked EX-divekick acting as a perfectly spaced divekick on block.
I sincerely wouldn't mind being hit by a tofu-eating truck everytime Ryu gets in on me if I could make it even more difficult for him to do that; either with more tools or slightly better pressure.
