What if in order to defeat the Legion in the final act, they're going to need to recruit Bolvar's undead army, and Sylvanas being the Horde leader is meant to be a point of conflict surrounding this alliance.

There wasn't exactly a lot of intel that could be gathered in time, the Broken Shore sprouted up in mere days and both the Alliance and the Horde had to act fast in order to stop the Legion invasion before it even began. Of course, they didn't do that.

Garrosh's resurrection would have been perfect at the hands on Gul'dan. Using the souls of his most powerful warlocks, he could have reanimated Garrosh and Maraad and had their corpses inhabited by someone like Teron'gor, fulfilling some Teron Gorefiend fanservice and avoiding that abomination that he became.

They aren't just paler. Death Knights slowly decompose and have to upkeep themselves or eventually rot away. There is a 'handbook' in Acherus in their starting zone that talks about this

This would also provide an excellent setup for Anduin's storyline and their supposed intentions to develop his character.
