I've never seen a cop car spawn on a flatbed, but the Police AI is fairly simple.
for example what I think happened here (aside from the odd spawn) was when the flatbed hit the wall (or possibly before) the AI took that as a collision with the cop car and then they took out the guy who hit them

You have any shit like steam overlay or MSI afterburner running? Some background processes like that make sweetfx crash.

Not that I know of. I tried turning off all other programs that might be related to overlays.
Tried many different versions of sweetfx and some other program similar to it, but just couldn't get it to run with the game for some reason.
