Last time I checked there was a way to run some outdated flash carts with CFW, but not DS roms themselves. The /vg/ thread or gbatemp would know better.

Get the DSTT card if you have CFW. It's less than 10 dollars and plays any DS game. You need to use a forwarder you inject as a .cia for it to work, though.
Every GBA game, including ROM hacks, work.
