I imagine the Omnics were devastating brute force, but the Humans won through ingenuity, tenacity, and lateral thinking.
Reinhardt was part of a Bundeswehr Crusader unit during the Omnic Crisis, who were all similarly armoured. I think he was recruited into Overwatch for his brand of valor and justice bordering on insanity.

EMP is not magic. It can be blocked very well using currently existing tech, and all military hardware has been designed with EMP in mind since the Cold War.
In fact, because corporations always find new uses for military tech in peace time, you probably have appliances in your house that can survive the radiation of a nuclear bomb (outside the blast radius of course) and not even on purpose, just reusing what works.
I'm so sick of EMP being portrayed as "instantly kill otherwise invincible robots, but leave our own tech magically unaffected, and also the superhuman AI that designs the robots can't adapt to this because shut up" in fiction.

Bastion is effectively a less effective version of this thing. Surely it wouldn't kill him to install tracks or wheels on his feet so he can move in turret mode?

I might not be 100% on that, but I'm taking it from the fact he has his army skin and I'm pretty sure its mentioned he served. I find it unlikely they rolled out just one Crusader. Reinhardt for whatever reason became a drifter after the Crisis; perhaps all other Crusaders were decommissioned due to costs or need, hence why Rein's is basically a relic.
Because it'd be harder to anthropomorphize omnics if they had tank treads.
