Atlus was bought by Sega, which probably delayed their entry into the PC market by a few years. Even then Persona is really a Playstation franchise. It's not that there isn't money there, just the decision makers survived a bankruptcy.

I got a solid 60fps constantly with the resolution and settings jacked way up.
Yes, you might need to tinker with your settings. But emulators are demanding, and a puny PC is going to hurt you.
