To be fair there was a quest in Fallout 2 where you see a ghost and put her to rest, and Hakunin is able to speak to you in a dream-scape. Telepathy is confirmed to exist in Fallout, too. The Master could do it, and the Forecaster in New Vegas was a telepath that would read futures to people. So psionics definitely exist in Fallout. That said Fallout 3 and 4 both are ass, and I don't like anything Bethesda does, so take my comment with a grain of salt.

Theres a set of sealed away x-01 power armor in nuka world. Not only is it sealed away but it has a nuka cola quantum paint job. So unless the enclave decided to paint up a set and stick it in there for some reason it shouldn't exist.

The Master would attack you telepathically and then he had a room full of psykers with psionic nullifiers on them. It's been canon since the original game. You could get a perk called Mental Block or something to keep them from attacking you. I know this because I replayed Fallout 1 recently. There was also a fortune teller in Adytum that could permanently increase your luck by 1 after he tells you the locations of the Cathedral and the Military Base.
I don't remember a ghost in Fallout 1 but the one I was talking about was the ghost of a woman in the Den. A drug dealer had her locket and you had to give it to her to put her to rest.
That was Fallout 2
