Why on earth did you think they'd announce it at such a low key event?
As I've said numerous times on here, Nintendo have lost their home base in Japan. They need to get their base back before they think about us filthy westerners. This is going to be their top priority for them.
Therefore we can surmise that the NX must
>Appeal to Japanese gamers (mobile orientated/Japanese game orientated)
>Have a handheld element
>Be compatible with mobile and reliable internet infrastructure
>Be enough of a power gap from the 3DS/WiiU that Japanese gamers don't feel shafted about the N3DS/WiiU
>Be reasonably affordable for Japanese gamers to get behind straight away, as to not repeat the dip that 3DS/WiiU suffered
They'll also need to promote the reveal of the NX to such an extent that Japanese gamers can't NOT hear about it. They'll have to be straight forward, concise, and to the point, so as to not repeat the problems with the 3DS/WiiU.
All this points to one of 2 options as far as I can see.

Tokyo Game Show. Large following, plenty of media coverage, doesn't require hosting their own event, but they will have limited stage time and will be competing with Sony and SE very heavily.
>Option 2
Nintendo Event ie Spaceworld. They'll get as long as they need, they can be as concise as they need to be, don't have to compete with other publishers, etc, but the even might not attract as many media moguls, especially from the west.
I can see them arrogantly going for option 2 here, but they're both up in the air.
You were naive to think Gamescom would be the place to reveal it.

They've gone from 60mil DS to shy of 20mil 3DS.

Nintendo hasn't lost shit in Japan, there are more wiiU and 3DS owners than they are PS4 and Vita owners combined for each platform.
Nintendo lost a ton of handheld market share to handhelds though and their consoles had hit it's saturation limit in Japan.
They do need to get the west back on board because they are still buying consoles but Japan is still riding their dick pretty hard
of course they have lost ground, the DS was ducking humongous, but the 3DS came out when smartphones were already strong. So they won't loose much later on

Nintendo doesn't attend TGS bub. It's more of a Sony event.
People are expecting it to be revealed in the weeks around Tokyo Gameshow, even if Nintendo aren't actually at that event.

Too much buzz. Xbone and Ps4 wasn't even revealed at E3. E3 is horrible for console announcements. Better to make a new event

Nintendo always show their new hardware at E3. Because otherwise they have to pay for their own event.
Comspared to the DS, the 3DS has many more issues than being up against smartphones.
- overpriced at launch
- novelty of two screens and touch gone
- novelty of polygon graphics on handheld gone
- 3D screen not
- games are too few, too big (as in clearly not fully designed with a handheld in mind in many aspects,) too expensive, and not of the same inventive nature as drove the DS
Even if smartphones hadn't become a bit thing, I don't see the 3DS selling that much better.
Personally, I don't have a smart phone, I loved the DS, and yet I don't own a 3DS because the games don't appeal to me.

And the Wiimote was revealed in a trailer around Tokyo Gameshow, even if the name and console wasn't.
Nintendo confirmed in April that NX will launch in March 2017, so they'll have to unveil it at SOME point.
That might actually make a lot of sense.
Get it into the hands of the players, instead of all the media people at E3.
Nintendo's been very eager with cutting out the middle men the last handful of years.

The system is said by Nintendo themselves to come out before the next E3.
They're going to have to reveal it somewhere that isn't E3.
So the statement "Nintendo always show their new hardware at E3." hold rather little impact.
Of course, it's entirely possible that by January, they delay both the NX and Zelda until the end of 2017.
