Well, this is actually pretty cut-and-dry. The function of a mascot is to be the posterchild of a thing, make the thing stand out. The mascot's job is to make everyone remember it.

Unlike other types of fictional characters, judging a mascot through pure objectivity is definitely possible. All you have to do is figure out which one is the most popular, since that's what a mascot's supposed to do. Much like a toaster's worth is based on how well it toasts bread, or a vacuum cleaner's worth is based on how well it cleans, a mascot's worth is based on how popular it is.

Thus, the best mascot is Pikachu, since it did its job better than all the other mascots. Mocchi's the worst because most people completely forgot about it.

Jack Frost and DQ Slime probably rival Jibanyan, and Monster Rancher was all about sub-breeds so there's probably like 30 species of Mocchis.

There's a bunch of Pikachu variants with costumes, and Agumon has at least 6 palette-swaps or other variations.

It's more a classic RPG though with a slight gimmick of part collecting, given that you can use parts from other robots in a mix-and-match style to make one final robot in turn, more like putting on different gear or armor on an RPG unit.

Pikachu is inherently memorable - he wasn't the original mascot of Pokemon, Clefairy was. Pikachu ended up being so goddamn popular that they switched the Clefairy mascot for Pikachu and never looked back.
