The arrangement of the sub pixels in the displays used by the PSVR headset reduce perceived blur from the comparatively low resolution. DLP displays have the same effect, they look incredibly good compared to higher res displays.

why is this still legal?

Driving games have been looking pretty fucking great since the 360 and PS3 era. They generally have less to render than other games.

I am not surprised a PSVR driving game manages to look pretty impressive.
