PS4 has AA and contact shadows turned off. Turn those off on PC and the optimization isn't complete ass (though it's not the greatest)

It isn't actually. The ps4 has a gpu with 1.8 tflops and it has to the metal optimization through it's api. The 750ti only has 1.3ish and a shittier dx11 api. It should be losing worse than the xbone.

PS4 CPU is garbage tho. All the console cpus are weak as hell. Any CPU intensive stuff just slays them.

the ps4 as a WHOLE is 1.8 tflops. the ps4 uses an apu so the cpu and gpu are both factored into the floating point performance numbers. if there was an apu with a 750ti and that i3, it would be way more powerful than the ps4.
