First of all, update to the latest version
Then update your drivers especially if you're Nvidia
Then set FPS limit to max, set borderless window, and turn off vsync
That should give you a pretty smooth experience assuming your GPU is fast enough to handle the game at the settings you've provided
Already on the latest drivers for my GTX 970.
Disabled vsync and gsync on the 'TKGRAPHICSSETTINGS' file.

No. Vsync is supposed to stop tearing
No. Vsync ensures that the computer waits for an entire frame to be rendered before being drawn to the screen. If anything that increases the likelihood of stuttering. Although either way it should really be a non-issue; it only becomes an issue when you let the apathetic and the incompetent code that shit.
70hrs playtime, consistent 60fps, get a better machine pleb, for the time being OP is a fag and lying about a legit version.

It affects some people more than others. I have a it of stuttering but no more than what I'd expect from a game that's generating/loading shit every second.
